Research on Evaluating the Efficiency of the Project Financing of the Energy Service Company

摘要： The financing efficiency evaluation of the ESCO (Energy Service Company) is an important approach to improve the operation efficiency of existing building energy-saving projects. To scientifically and reasonably evaluate the financing efficiency of the ESCO, this paper puts forward a combination evaluation model based on the method set. Firstly, the method set is composed of different methods that meet the demand of statistical coherence, and KENALL-W coefficient test of concordance is used to check up the coherence of the ranking results of the different methods. Secondly, mean, Borda and Copeland are used separately for calculating the combination evaluation results and the circular combination method is used to ensure the coherence of evaluation results. Finally, the combination evaluation model is used to evaluate the 10 ESCO business project financing benefits, and the effectiveness of the models is verified accordingly.

渤海海峡跨海通道建设资金筹措方式及回报预测

摘要：

渤海海峡跨海通道工程建设周期长、投入大，工程投融资以及回报等是工程规划、设计和项目决策需要考虑的一个重要问题，也是项目建成后收费运营需要研究的一个现实问题。本文比较分析了国内外已有的跨海工程融资情况，提出渤海海峡跨海通道可采用建设-运营-移交（BOT）融资模式进行建设。该项目的内部报酬率约为9.63 %，高于社会一般折现率，说明该项目具有一定的投资价值，具有经济可行性。从收益的角度考虑，该工程是一个政府、民众、投资商等众多利益相关者“多赢”的项目。

Adaptability evolution of financing systems of mega projects

摘要： Mega projects require large funding, which often reaches tens or even hundreds of billions of yuan. In the state-oriented financing system, the huge fund gap has generally become an important factor restricting the development of mega projects worldwide. Since the 1980s, China’s long-span bridge projects have developed rapidly as typical mega projects as their financing systems have also undergone a series of changes and shown a high adaptability to complexity. However, the existing literature based on the perspective of evolution lacks focus on the complexity of mega project financing systems and its causes. Therefore, the complexity of the financing methods employed in the financing systems for China’s long-span bridges is analyzed in this work from the dimensions of time and regions through investigation and interviews. On the basis of the results and complex adaptive systems theory, the causes of the complexity are further explored in terms of the clustering effects of financing subjects and the deep uncertainty of financing environments. Then, the evolution rules of financing systems of mega projects are established from the aspect of financing subjects, financing environments, and financing methods. The research results can enrich decision-makers’ understanding of the essential attributes and formation mechanism of the financing systems of mega projects and provide powerful support for decision-making in financing.

中国铁路“走出去”投融资模式研究

摘要：

本文分析了中国铁路“走出去”投融资现状及存在的问题，日本海外铁路项目投融资模式，中国铁路“走出去”不同类别项目和不同类型市场的投融资模式，提出在发展中国家建设具有明显地缘政治特性，带有“一带一路”、互联互通背景，涉及国家安全等战略目标的铁路项目，国家要给予政策及资金支持。为降低融资成本，需要国家给予金融机构政策支持。提出了加强企业间联合协作、设立铁路国际合作战略委员会、中国铁路“走出去”国家战略型项目应前期认定等政策建议。

Financing Model Decision of Inter-basin Water Transfer Projects

摘要： Inter-basin Water Transfer Projects require the appropriate financing model to attract large amounts of social investment. Therefore, financing model decision becomes the key of engineering construction. In three aspects, such as the subject, the object and the target of the financing model, Grey Target Model is established in this paper. First, the complex financing mode decision problems of Inter-basin Water Transfer Projects are decomposed by using hierarchical decomposition method. Then Analytical Hierarchy Process (AHP) method is used to calculate the comprehensive weight of evaluation index. Experts’ opinions financing model are transformed into the evaluation matrix based on the Dephi method. The Weighted Grey Target Model is used to calculate the approaching degree of financing model and assists financing mode decision. In addition, this paper takes the water diversion project from the Han to the Wei River of Shaanxi Province as a verification example for the model. For other water diversion projects, the evaluation results are also reliable and provide theoretical references for the financing model decision of Inter-basin Water Transfer Projects.

大规模非并网风电投融资研究

本文对大规模非并网风电体系的投融资方式进行了研究。首先阐述了风力发电投融资的现状。其次，对非并网风力发电的发展进行了介绍。然后对大规模非并网风电投融资的可用方法进行了分析探索，以期积极推进非并网发电体系的发展。文章最后还提及了非并网发电投融资面对的问题及给出了相关的建议。

渤海海峡跨海通道建设的PPP 融资模式探索研究

摘要：

兴建渤海海峡跨海通道是一项利国利民的重大工程项目。实现投资渠道多元化，特别是吸引国内外民营资本是解决渤海海峡跨海通道建设资金的重要途径。Public-private-partnership（PPP）融资模式克服了build-operate-transfer（BOT）模式中两个最关键的缺点，即项目前期工作的周期过长以及投资方和贷款人风险过大。PPP融资模式比BOT模式更优越，效率更高，风险分配更合理，项目融资的成功可能性也更大，而且在PPP模式下，政府部门拥有一定决策权和控制权。渤海海峡跨海通道可以借鉴PPP融资模式。

大型公共项目融资风险与控制研究

在大型公共项目的运作过程中，融资已经成为解决资金缺口的主要手段。笔者在界定项目融资结构、项目资金流量及其内涵的基础上，通过建立定量模型，从融资比例、建设工期和项目收益率三个方面对大型公共项目运作中的融资风险进行了分析，并通过算例对该模型进行了验证。

银行国际贸易结算系统构件化设计与实现

摘要：

国际贸易结算是银行业中一种必不可少的业务，占据着重要的地位，而且随着电子商务的发展，其重要性也越来越突出。但是，这一业务的计算机化相当困难。主要原因是：操作流程复杂；组合变化太多，对灵活性有很高要求；涉及面相当广，几乎涉及银行的每一个业务品种，是一个压缩版的银行系统。因此，开发这样的系统必须采用先进的而且较为合适的方法和技术。文章提出了以构建半成品构件系统为总体思想的开发方法；在设计和实现上，提出了以数据总线为统一接口，以菜单/功能图标为总控主体框架，以基本业务操作为基本组件，并能把基本组件包装裁剪成可在主体框架控制下运行的功能构件，这样构建的系统可按实际需要进行组装、剪裁、参数设定、重新包装或经少量改写而形成一个实际可运行的系统。并提供了与银行总系统集成的灵活接口，具备了向网上银行和分布系统发展的良好基础。

Two-level uncapacitated lot-sizing problem considering the financing cost of working capital requirement

摘要： During financial crisis, companies constantly need free cash flows to efficiently react to any uncertainty, thus ensuring solvency. Working capital requirement (WCR) has been recognized as a key factor for releasing tied up cash in companies. However, in literatures related to lot-sizing problem, WCR has only been studied in the single-level supply chain context. In this paper, we initially adopt WCR model for a multi-level case. A two-level (supplier–customer) model is established on the basis of the classic multi-level lot-sizing model integrated with WCR financing cost. To tackle this problem, we propose sequential and centralized approaches to solve the two-level case with a serial chain structure. The ZIO (Zero Inventory Ordering) property is further confirmed valid in both cases. This property allows us to establish a dynamic programming-based algorithm, which solves the problem in O(T ). Finally, numerical tests show differences in optimal plans obtained by both approaches and the influence of varying delays in payment on the WCR of both actors.
